The iPhone 4 was launched with a killer feature, FaceTime. Apple's video conferencing solution that is giving competitors such as Skype a run for their money. However there has always been a flaw with FaceTime, Apple has never allowed it to function natively over 3G. Luckily, there's a jailbreak tweak which can enable FaceTime over 3G on iOS 5 and iOS 5.0.1 firmware.
As previously mentioned, Apple has limited FaceTime functionality to WiFi. Even if you're on a cellular network that has amazing data speeds on 3G, its of no use if you want to FaceTime with someone.

Be advised though that you will definitely notice a clear disparity between FaceTime performance over 3G as compared to a WiFi network. If you prefer high quality, stick with WiFi network.
